The Hillbrook/Tall Oaks Civic Association (HTOCA) is dedicated to preserving the residential character of the Hillbrook/Tall Oaks community. HTOCA is a member of the Mason District Council of Civic Associations and the Fairfax County Federation of Civic Associations and is a registered “not for profit” corporation in the state of Virginia .
